Chapter One: Introduction

1.1 Background of the Study

Disasters, whether natural or man-made, pose significant threats to communities, particularly in areas prone to environmental hazards like floods, landslides, and droughts (Tijjani & Yakubu, 2024). In Nigeria, local governments are tasked with implementing disaster preparedness and response strategies to protect lives and properties within their jurisdictions (Abubakar, 2023). Shendam Local Government Area in Plateau State is one such region that is susceptible to a variety of environmental risks, including floods and landslides, due to its geographical location and terrain. The local government has established disaster preparedness policies aimed at reducing the vulnerability of the population to these risks. These strategies include the creation of early warning systems, community education on disaster management, and the establishment of emergency response protocols. However, despite these efforts, there are concerns regarding the effectiveness of disaster preparedness measures in Shendam, as the region has experienced significant disaster events in recent years, suggesting gaps in the implementation and impact of these policies (Dahiru, 2023). This study seeks to evaluate the effectiveness of local government disaster preparedness strategies in Shendam LGA, focusing on their capacity to reduce disaster risks, respond to emergencies, and promote community resilience.

1.2 Statement of the Problem

While Shendam Local Government has implemented disaster preparedness strategies, the frequent occurrence of disasters and the limited response capacity suggest that these strategies may not be fully effective (Suleiman, 2024). Many residents report a lack of preparedness for emergencies and insufficient support during disaster events, indicating a gap between policy formulation and implementation. This study seeks to evaluate the current disaster preparedness strategies in Shendam, assess their effectiveness in reducing disaster risks, and identify areas that need improvement.

1.3 Objectives of the Study

  1. To evaluate the effectiveness of local government disaster preparedness strategies in Shendam LGA.

  2. To assess the impact of disaster preparedness strategies on the community’s resilience to natural disasters in Shendam.

  3. To identify the challenges faced by the local government in implementing effective disaster preparedness strategies and propose solutions.

1.4 Research Questions

  1. How effective are the disaster preparedness strategies implemented by Shendam local government in reducing disaster risks?

  2. What impact do these strategies have on the resilience of the community to natural disasters in Shendam?

  3. What challenges hinder the successful implementation of disaster preparedness strategies in Shendam?

1.5 Research Hypothesis

  1. There is a significant relationship between the implementation of disaster preparedness strategies and the reduction of disaster risks in Shendam LGA.

  2. Local government disaster preparedness strategies have a positive impact on community resilience to natural disasters in Shendam.

  3. Challenges such as inadequate funding and lack of community engagement negatively affect the effectiveness of disaster preparedness strategies in Shendam LGA.

1.6 Significance of the Study

This study is significant in that it will provide insights into the effectiveness of local government disaster preparedness strategies in Shendam, Plateau State. The findings will help local government officials identify gaps in disaster preparedness and response, allowing for the development of more effective strategies to protect the community. Furthermore, this study will contribute to the broader discourse on disaster risk reduction and local governance in Nigeria, offering a framework for other local governments facing similar challenges. The results will be valuable to policy-makers, disaster management agencies, and community-based organizations working to enhance resilience to natural disasters.

1.7 Scope and Limitations of the Study

This study is focused on evaluating the disaster preparedness strategies implemented by Shendam Local Government Area, Plateau State. It examines strategies related to disaster risk reduction, community education, and emergency response mechanisms. The study does not address broader disaster recovery or relief efforts. Limitations include the challenge of accessing accurate data on local government preparedness and response capabilities, as well as potential biases in the reporting of disaster impacts.

1.8 Operational Definition of Terms

  • Disaster Preparedness: The actions taken in advance of a disaster to reduce its impact, including planning, risk assessment, and the establishment of early warning systems.

  • Community Resilience: The ability of a community to withstand and recover from the effects of natural disasters.

  • Disaster Risk Reduction: Efforts to minimize the impact of disasters through proactive planning and mitigation strategies.
